Updated guidance on SuperStream standard and FVS

From 1 July 2026, superannuation funds and SMSFs need to ensure they can receive and allocate New Payment Platform (NPP) payments.

To help prepare for this change, additional technical and support documents on the SuperStream contributions standard and Fund Validation Services (FVS) have been released on the ATO software developer’s websiteExternal Link.

These include:

  • Final Schedule 3 – Enhances the current SuperStream standard including introducing the New Payments Platform (NPP) as an approved payment method.
  • Guidance Note 51 – SuperStream payments using NPP – Provides direction on using the NPP for SuperStream payments by 1 July 2026. This supports employers using fast payments by removing the need for bilateral agreements between funds and employers.
  • Final Contributions message implementation guide (MIG) – Details the mandatory specifications for rollover messages and payloads to ensure compliance with the Superannuation Data and Payments Standards.
  • Final Schedule 6 – Error Code Management – Updates that streamline and standardise error codes helping employers and funds resolve issues more efficiently.

A new register has been created so funds can opt-in prior to 1 July 2026 to receive NPP payments. Superannuation funds can email SuperStreamStandards@ato.gov.au and provide the information required in the tableExternal Link in order to be added to the register.

Final thin capitalisation and DDCR guideline published

We’ve published the final PCG 2025/2 Restructures and the thin capitalisation and debt deduction creation rules – ATO compliance approach.

This guideline sets out our practical compliance approach to restructures carried out in response to the new thin capitalisation rules and debt deduction creation rules (DDCR). We’ve incorporated submissions from stakeholders into the finalised guideline. This includes additional permissive guidance on types of low-risk restructures that taxpayers can enter into in response to the new laws.

We have not included schedule 3 in the guideline which was previously released for consultation in December 2024. We’ll update the guideline with schedule 3 when the final taxation ruling TR 2024/D3 Income tax: aspects of the third-party debt test is published in September.

Serious crash at Seaford

Police are at the scene of a serious crash at Seaford.

Just before 6pm today (Wednesday 20 August), police and emergency services were called to Commercial Road after reports of a car colliding with a parked car.

The driver of the car was taken to hospital in a serious condition.

Road closures are in place and please avoid the area if possible.

Victoria’s newest community hospital opens in Craigieburn

The Craigieburn Community Hospital officially opened today. It brings care closer to home for people living in Melbourne’s northern suburbs.

Community hospitals are small public hospitals. They

  • provide a range of everyday health services
  • let more people manage their health needs closer to home
  • help take the pressure off major hospitals, helping patients across Victoria.

We’re opening community hospitals in some of our biggest growing suburbs. They’ve been designed so services can increase as the population grows.

Northern Health runs the Craigieburn Community Hospital. It offers dialysis, dental, pharmacy services and a range of specialist clinics. Lung cancer checks and an insulin pump clinic will start soon. This makes it easier for locals to get the appointments they need.

If you live nearby, you will access the hospital services through a referral from your GP or healthcare provider.

Serious crash at Mount Bryan East

Police are at the scene of a serious crash in the mid-north of South Australia.

Just before 4pm today (Wednesday 20 August), police and emergency services were called to Dust Hole Creek Road after reports of a car rollover.

One person suffered serious injuries.

Major Crash officers are attending the scene.

Please avoid the area if possible.

Arrests – Stealing with violence and aggravated assault – Darwin and the Northern Suburbs

Strike Force Trident have arrested three youths following multiple incidents throughout Darwin and the northern suburbs this morning.

Around 9am, the Joint Emergency Services Communication Centre (JESCC) received reports that a 70-year-old female was approached by three youths, two females and one male, in Darwin City on Shadforth lane. One of the youths allegedly assaulted the 70-year-old victim before fleeing the scene.

Later, around 11:30am, the JESCC received a report that three youths approached a vehicle that was parked in the carpark of a school in Karama. The vehicle was occupied by the female driver and her three children in the back seat.

It is alleged that one of the female youths entered the vehicle and threatened the driver before stealing the vehicle keys and other personal items. The group then fled the scene on foot.

A short time later, Strike Force Trident located arrested the three youths, one male aged 12 and two females aged 15.

Further investigation indicated that the incidents are linked.

The offenders remain in police custody with charges expected to follow.

Charges laid over alleged armed robbery at Upper Natone

Wednesday, 20 August 2025 – 1:39 pm.

Two men have been arrested and charged with aggravated armed robbery following investigations into an incident at Upper Natone in which police allege several guns were stolen.
The two men, aged 28 and 38, remain in custody while a third man questioned in relation to the incident last Friday morning (August 15) has been bailed to reappear in court in late November.
Police allege a resident was threatened and several firearms, plus a car, were stolen from a semi-rural property at Upper Natone, in the state’s North-West.
A number of searches were conducted in the Burnie and Penguin areas on August 18 and 19, with the joint operation involving Tasmania Police uniformed officers, detectives, members of the drugs and firearms unit and specialist resources.
The searches resulted in the arrest of three men and the recovery of all the firearms, as well as other allegedly stolen firearms and ammunition that were not related to the Upper Natone incident.
A 28-year-old Smithton man has since been charged with a number of offences, including aggravated armed robbery, aggravated burglary and motor vehicle stealing. He appeared in an out of hours court and has been remanded in custody to next appear via video link on August 26.
A 38-year-old Burnie man has been charged with a number of offences, including aggravated armed robbery, aggravated burglary and motor vehicle stealing. He appeared in and out of hours court and has been remanded in custody to next appear via video link on August 27.
A 28-year-old Burnie man has been charged with receiving stolen property and bailed to next appear in Burnie Magistrates Court on November 25.
Investigations are continuing into the incident.

Creating healthy futures across the Western Desert

“We see the young ones, they’re healthy, they’re running around, they eat the right food and drink water and enjoy their sports and the culture that we bring together.”

He also sees how those who are new to the festival’s messaging become curious about it:

“There are a lot of people who want to come up and see the festival. They enjoy it and ask questions. And we get to talk about drugs and alcohol as well.”

The festival is just one part of a broad picture. Ngurra Kujungka also runs thriving school holiday programs, before and after school activities, swimming lessons, and employs a full-time recreation officer across several communities.

For Bruce and the other elders, their collective vision is always front of mind:

“It’s important to me and the elders to put a plan in place and look after our young ones. The future will come if we set up a foundation for the kids and train them up how to do the right thing.”

Supporting new early childhood education in Kununurra

A community-run early childhood education and care service has opened in Kununurra, creating opportunity for children in remote Western Australia. 

The One Tree Wunan Garndim-banjelng Badang Yarrawoo Menewoolbtha service provides high-quality, culturally safe early childhood education and care for up to 38 local children.

Early education gives children the best start in life, and we want every child to have access to quality early education and its transformative benefits.

The service’s name, meaning “Growing Strong Roots for Strong Futures”, came from community consultation and reflects perfectly the role of early education in children’s lives.

The opening of Garndim-banelng follows more than two years’ work from the community, led by the Wunan Foundation and One Tree Community Services and supported by the Department of Education and SNAICC – National Voice for our Children.

The new Garndim-banelng service was funded as part of an almost $30 million expansion of the Australian Government’s Community Child Care Fund Restricted Program, which funds the establishment of sites run by mainly First Nations led organisations.

This is another example of the Albanese Government’s commitment to the Closing the Gap National Agreement, in particular increasing the role of Aboriginal Community Controlled Organisations. 

SNAICC, the national peak body for Indigenous children, is the community partner for these sites to support their establishment and the implementation of community-led and culturally safe early childhood education and care.
