ARENA-backed Orica hydrogen hub project reaches major investment milestone

Source: Australian Renewable Energy Agency

Hydrogen Headstart grantee Orica has made a Final Investment Decision (FID) to proceed with its Hunter Valley Hydrogen Hub, which is set to receive $432 million in funding under the program.

The project, which was successful under Round 1 of the Hydrogen Headstart Program, will deploy 50 MW of electrolyser capacity powered by renewable energy to produce around 4,700 tonnes of hydrogen each year.

This hydrogen will replace gas feedstock in the production of ammonia at Orica’s Kooragang Island facility, reducing emissions from one of Australia’s most intensive industrial processes while helping to establish a domestic market for renewable hydrogen.

ARENA CEO Darren Miller said Orica’s decision marked a critical step for large-scale hydrogen projects in Australia.

“This milestone is an important step in demonstrating industry commitment to renewable hydrogen, particularly as a pathway to decarbonise heavy industry and reduce emissions where alternatives are limited,” Mr Miller said.

“Hydrogen is a complex, capital-intensive industry, but it represents a significant economic and decarbonisation opportunity for Australia.”

“This decision signals that renewable hydrogen production can be deployed at scale in Australia, shifting the conversation from concept to deployment, particularly for hardtoabate sectors where it can make the biggest impact.”

Under the Hydrogen Headstart program, projects seeking to produce renewable hydrogen, or derivatives, apply for a production credit delivered over ten years to bridge the commercial gap between the cost of producing renewable hydrogen and market prices.

Hydrogen Headstart builds on ARENA’s existing support of renewable hydrogen, with the Agency having already committed over $396 million to 68 renewable hydrogen projects since 2017 through other funding programs. For more information on Hydrogen Headstart Round 2, visit the funding page.

Want your home to be more energy efficient?

Source: State of Victoria Local Government 2

The City of Greater Bendigo is hosting an information session on Environmentally Sustainable Design which offers practical ways to make new and older homes more energy efficient.

The free session is taking place from 5.15pm to 6.30pm (for a 5.30 start) on Thursday July 23 at La Trobe Art Institute, 121 View Street, Bendigo.

This information session is suitable for people planning to build a new home and for existing homeowners who want to reduce energy wastage and lower running costs.

Hear from experts about the options available to improve energy efficiency. It will be followed by a Q&A.

All new homes built in Victoria must achieve a seven-star energy rating and this is achieved with Environmentally Sustainable Design.

Manager Strategic Planning Anthony Petherbridge said it was an invaluable session for homeowners planning to build a new home and for those seeking effective environmental improvements to an existing home.

“With rising energy costs, this session offers many simple but cost-effective actions that help make your home more energy efficient,” Mr Petherbridge said.

“Heating, cooling, hot water, appliances, cooking, lighting, home entertainment, and the building itself all contribute to energy wastage and that leads to constant high running costs.

“This is an opportunity to make practical improvements to be more energy efficient at home all year round.”

Take action this winter for family fire safety

Source: Victoria Country Fire Authority

Victoria’s fire services are urging residents to ensure they have working smoke alarms and a Home Fire Escape Plan as new figures show an increase in the number of preventable fire fatalities last year.

Across Victoria, in figures compiled by CFA and FRV, there were a total of 21 preventable residential fire fatalities in 2025. This compares to 18 equivalent fatalities in 2024, with the highest number of deaths reported in winter. The majority of fatal fires in 2025 – 85 percent – started in bedrooms or living rooms.

Now, with many families on school holidays, CFA and FRV are calling on all Victorians to take action to help reduce the number of preventable fire fatalities by ensuring their homes are fitted with working smoke alarms and all occupants have a practiced Home Fire Escape Plan.

FRV Acting Deputy Commissioner Community Safety and Operational Training Mark Carter AFSM said that simple measures could be taken to significantly reduce the level of risk posed by house fires.

“When a fire breaks out, it spreads extremely quickly, meaning you, your family and other people you live with could have just seconds to escape,” he said.

“These school holidays we’re asking families to check their smoke alarms, replace those that are not working or are more than 10-years old, and practice your Home Fire Escape Plan.
“It is important to get children who live in the home involved.

Research shows that children aged up to four-years-old are at increased risk in the event of a fire occurring, so a Home Fire Escape Plan supported by working smoke alarms could save lives.”

A/DC Carter AFSM said a Home Fire Escape Plan should be tailored to your living environment and the abilities of everyone living in the home, such as a young child, an older person or someone with mobility issues.

CFA Chief Officer Jason Heffernan AFSM said an effective Home Fire Escape Plan starts with having working smoke alarms fitted in your home.

“Most fire fatalities are preventable. If you think you are going to wake up during a house fire, think again. There are gases in the room putting you further to sleep, so a smoke alarm is really the only thing that will ensure you are alerted when a fire occurs and give you the opportunity to escape,” CO Heffernan AFSM said.

“We recommend interconnected smoke alarms, so that when one goes off, all smoke alarms will sound across the home. If you have battery-operated smoke alarms, remember to check and test them regularly and replace their batteries yearly.

“There is nothing more disheartening to a firefighter than when we go into a home and we see smoke alarms that aren’t functional. Only working smoke alarms save lives.”

For more information about smoke alarms and how to make a Home Fire Escape Plan, visit frv.vic.gov.au or cfa.vic.gov.au.

When making your Home Fire Escape Plan, remember:

  • Know what to do if a fire occurs. Whether you are a homeowner or renter, you should have a Home Fire Escape Plan in place.
  • Practice your plan with everyone in the home.
  • If you must keep doors deadlocked, leave the keys in the door.
  • Tips for when there is a fire:
  • Get out and stay out by getting down low and staying out of the smoke.
  • If it is safe, close doors as you leave to slow down the spread of fire and smoke.
  • Alert other people on your way out.
  • Meet at your designated safe meeting place, such as the letterbox out the front of your home.
  • Call Triple Zero (000) from a mobile phone or a neighbour’s phone.

By law, smoke alarms must be located between each bedroom area and the rest of the house, and on each level of the house.

When checking, installing, or replacing your smoke alarms, CFA and FRV recommend:

  • Smoke alarms should be installed in every bedroom and living area.
  • Use smoke alarms powered by a 10-year long-life battery.
  • All smoke alarms should be replaced after 10 years.
  • Smoke alarms should be interconnected, so that when any alarm activates, all smoke alarms will sound.
  • Smoke alarms should be installed on the ceiling at least 30cm from the wall.
  • Smoke alarms should be tested monthly. Press the test button until the alarm sounds.
  • Smoke alarms should be cleaned with a vacuum cleaner at least once a year.
  • Replaceable batteries in a smoke alarm need to be changed yearly.

Delivering real change for Australians on July 1

Source: Prime Minister of Australia

he Albanese Labor Government is delivering real change for Australians, with a suite of cost-of-living measures starting on 1 July 2026, including more tax cuts, a full six months of Paid Parental leave, strengthening Medicare and more hospital funding.

Starting 1 July 2026, the Albanese Labor Government is:

  • Giving every taxpayer another tax cut, as part of our plan to deliver a series of five tax cuts and ultimately save the average worker up to $2800 a year.
  • Expanding Paid Parental Leave to a full six months, helping new parents spend more time at home with their newest family member.
  • Backing minimum wage and award wages increases, to boost the pay of 3 million workers.
  • Permanently extending the $20,000 instant asset write-off for small business.
  • Banning supermarket price gouging with a new mandatory Food and Grocery Code that prohibits very large retailers from charging prices that are significantly excessive.
  • Making Medicare Urgent Care Clinics a permanent part of Australia’s health system, to help deliver patients the best care and take pressure off hospitals.
  • Injecting an additional $25 billion into public hospitals, to help states deliver care.
  • Expanding services at our Endometriosis and Pelvic Pain Clinics to include menopause and perimenopause.
  • Improving patient outcomes by requiring pathology and diagnostic imaging providers to upload test results to My Health Record.
  • Opening a new National Environmental Protection Agency, the first in Australia’s history.
  • Setting up a new Veteran Wellbeing Agency, to improve outcomes, access and wellbeing.
  • Introducing payday super, so workers start earning returns sooner and reducing the chances super will go unpaid.

The Albanese Labor Government will keep working to deliver more cost-of-living help and build a more productive economy, a better tax system, and a fairer housing market to help Australians.

Quotes attributable to the Prime Minister:

“My Government is focused on delivering real change for Australians – that means a full six months paid parental leave for new parents, making it easier for first home buyers to get into a home, and major investments in Medicare including making Urgent Care Clinics permanent.

“From 1 July we’re cutting taxes again for over 14 million taxpayers, and our combined tax cuts mean an Australian worker on average earnings will be up to $2,800 better off every year.

“We’ve also backed in a pay rise for 3 million minimum and award wage workers – because we know every bit of help matters.”

Quotes attributable to the Treasurer, Jim Chalmers:

“We’re delivering cost of living relief and we’re delivering real change in the tax system to help first home buyers.

“We are cutting taxes five times in three ways, helping Australians earn more and keep more of what they earn.

“Whether it’s tax cuts for every taxpayer, higher wages for workers or support for small businesses through the instant asset write off, we’re delivering more help that will make a meaningful difference to people under cost of living pressure.”

Quotes attributable to the Health Minister, Mark Butler:

“Our initiatives to strengthen Medicare are changing the face of frontline care delivery and helping keep costs down for Australians – good for their health and good for their hip pockets.

“From July 1 under our Government, Medicare Urgent Care Clinics are here to stay, women have greater access to Menopause and Perimenopause support, and Australian patients can more freely access their pathology results, through My Health Record.

“We haven’t just stopped the Medicare freefall under the previous government, we have reversed it and strengthened it – dramatically.”

Quotes Attributable to Amanda Rishworth, Minister for Employment and Workplace Relations:

“From today, millions of Australian workers will see a real boost to their pay with the minimum wage rising above $1,000 a week for the first time.

“We backed a real wage increase because we are focused on supporting working people and easing cost‑of‑living pressures.

“Labor is delivering higher wages, tax cuts for every taxpayer, and stronger workplace protections, because we want workers to earn more and keep more of what they earn.”

Quotes attributable to the Social Services Minister, Tanya Plibersek:

“Labor’s changes to Paid Parental Leave mean working parents get more time off and more money when they welcome a new arrival into their family.

“It was a Labor Government that introduced Paid Parental Leave in this country, and now it’s the Albanese Labor Government expanding it to a full six months of leave.

“Labor will keep delivering real change that helps Australian families.”

Trescal’s acquisition of TR Calibration requires Phase 2 review

Source: Australian Ministers for Regional Development

Trescal Holding Pty Ltd’s (Trescal) proposed acquisition of TR Pty Ltd’s calibration and equipment sales business, TechRentals Calibration & Sales (TR Calibration) could substantially lessen competition and requires further in-depth assessment by the ACCC.

The ACCC has not approved the acquisition in its Phase 1 assessment, and has decided that the transaction will be subject to a Phase 2 review.

Trescal and TR Calibration both supply calibration services across a range of testing domains in Australia, including to customers seeking multiple calibration services from a single supplier.

Trescal and TR Calibration are also among a limited number of suppliers that are able to provide calibration services for reference equipment in the electrical testing domain.

“We consider that Trescal’s proposed acquisition could substantially lessen competition in the supply of calibration services in certain testing domains,” ACCC Commissioner Dr Philip Williams said.

“Information before the ACCC shows that there are limited viable competitive alternatives operating at a similar scale and with similar capabilities to Trescal and TR Calibration, particularly for the supply of calibration services in the electrical, radiofrequency, torque and force testing domains.”

The ACCC is also considering the impact of the acquisition on the supply of calibration services to customers seeking them from a single supplier across a range of testing domains. Based on the information before the ACCC, there appears to be a limited number of providers with the scope and capability to supply calibration services across multiple testing domains at a comparable scale to Trescal and TR Calibration.

The ACCC has not reached a conclusion on the issues and will continue to consider the acquisition in Phase 2.

The ACCC invites submissions in response to its Phase 2 Notice by 14 July 2026. Parties can contact the ACCC via mergers@accc.gov.au.

More information and the Phase 2 Notice are available on the ACCC’s Acquisitions Register: Trescal – TR Calibration.

Note to editors

Trescal notified the acquisition to the ACCC on 14 April 2026. The ACCC’s Phase 1 determination period was extended by eight business days on 4 May 2026 following a request by the parties; by a further 11 business days on 26 May 2026 following a request by the parties; and by a further five business days on 22 June 2026 following a request to the parties for further information.

Background

Trescal is a subsidiary of French company Trescal International SAS, a global provider of calibration and asset management services. In Australia, Trescal supplies calibration services, equipment procurement and distribution, instrument verification, equipment maintenance, system validation, electrical safety equipment testing services and asset management services, to customers in various sectors. Trescal operates across Australia and has laboratories in Adelaide, Brisbane, Melbourne, Perth and Sydney.

TR is a subsidiary of Vp plc, a company listed on the London Stock Exchange. TR is primarily a nationwide provider of technology equipment (including testing, inspection, calibration and telecommunications equipment) for rent.

Through the acquisition, Trescal would acquire TR’s nationwide calibration services and equipment sales business, TR Calibration, which supplies calibration services and measurement equipment to customers across Australia including from laboratories in Sydney and Brisbane.

Many instruments that provide verifiable measurements require calibration services to ensure the device is accurate. The supply of calibration services involves comparing the output of a customer’s measurement equipment against reference measurement equipment known to be accurate. Calibration services can be provided on site or at a laboratory.

Calibration services are supplied across a number of testing domains, including electrical, radiofrequency, torque and force domains. Providers may supply calibration services for one testing domain, or across multiple testing domains.

Providers also require their own reference equipment to be calibrated periodically, to ensure its accuracy. There is a limited range of suppliers with the necessary capability to calibrate the reference equipment of rival providers in the electrical testing domain, and Trescal and TR Calibration are among them.

Merger control regime

The ACCC can decide a notification is to be subject to a Phase 2 review if the ACCC is satisfied that the acquisition to which the notification relates, if put into effect, could, in all of the circumstances, have the effect, or be likely to have the effect, of substantially lessening competition in any market.

Under the Competition and Consumer Act, a Phase 2 assessment can take up to 90 business days, unless extended under specific circumstances.

More guidance on the new merger regime can be found on the ACCC’s website: Guidance documents for the merger control regime.
