Escaped burn-offs prompts warning

CFA is urging landowners to stop burning off activities today due to strong winds across the state, which has seen more than 40 grassfires since midnight.

Landowners are also encouraged to check their recent burn-offs from the last 24-48 hours.

CFA Chief Officer Jason Heffernan said conditions today and over the next 24 hours are dangerous for burning off.

“Firefighters have responded to multiple escaped burn-offs today, many which have reignited from burn-offs over the weekend,” Jason said.

“We’re asking the community to be aware of your local conditions and stop burning off activities until safe to do so.

“We know burn-offs can flare-up several days afterwards, so it is important residents are consistently monitoring wind conditions before and after their burning day, while also notifying their neighbours to be mindful of smoke.

“If you light a fire to burn-off, you own it. Please don’t leave your burn-off unattended and always make sure it is extinguished properly with water.

“Victorians should be registering their burn-offs online through the Fire Permits Victoria website to help agencies manage fire risk effectively.”


Before burning off, ensure:

  • You are following regulations or laws by CFA and your local council.
  • A fire break is established with no less than three metres cleared of all flammable material.
  • You register your burn-off using the Fire Permits Victoria website or by calling Triple Zero Victoria on 1800 668 511.

New domestic building contract laws passed in Victoria

New domestic building contract laws in Victoria will update and simplify the rules for building and renovating homes. They’ll give people greater confidence and peace of mind when working with builders. 

The new laws will also help the building industry in Victoria build more homes for the community. 

The Domestic Building Contracts Amendment Bill 2025 passed the Victorian Parliament on Thursday 11 September 2025. The new laws will take effect by 1 December 2026.  

The new laws will: 

  • provide stronger protections for homeowners when signing domestic building contracts 
  • set clear rules on when builders get paid. Deposit limits, progress payment stages, and progress payment limits can be set in regulations. Any payments for completed work will be subject to a proportionality requirement 
  • allow the use of cost escalation clauses for contracts worth $1 million or more. But these clauses can only add up to 5% to a contract’s price, and extra consumer protections will also apply 
  • separate preliminary agreements. Builders and clients can make their own agreements for developing plans, specifications and bills of quantity 
  • ensure clearer contract requirements for all. Currently, some basic document requirements only apply to major domestic building contracts. These will now apply to all domestic building contracts to reduce misunderstandings and disputes 
  • provide a single, simple process for contract variations for major domestic building contracts. This applies whether the homeowner or the builder requests a variation
  • set stronger rights for homeowners to end a major domestic building contract. This will make it easier to walk away if needed.  

For now, the current laws remain the same. We will publish further updates in the coming months.

Building and Plumbing Commission  

The Bill also supports a new Building and Plumbing Commission (BPC) by transferring powers from Consumer Affairs Victoria to the Victorian Building Authority.  

The BPC will oversee everything related to building quality — all in one place. This includes regulation, insurance, and resolving disputes. 

Why these changes were made 

After Porter Davis Homes collapsed, the Government reviewed building contract laws to make sure they still work for homeowners and builders. 

The review finished in September 2024, shaped by public feedback and input from consumer groups, banks and industry representatives. 

Arrest – Stolen motor vehicle and pursuit – Adelaide River

The Northern Territory Police Force has arrested two male offenders after a traffic pursuit of two stolen motor vehicles in Adelaide River this morning.

Around 9:10am, Adelaide River police attempted a traffic apprehension on two vehicles that had been reported stolen from Wadeye overnight. The vehicles failed to stop, and a pursuit was initiated.

Adelaide River police pursued the vehicles north along the Stuart Highway and Strikeforce Trident members were deployed from Darwin.

During the pursuit, one of the offending vehicles conducted a U-turn where it then allegedly rammed the rear of the police vehicle causing minor damage. There were no injuries as a result of the collision.

A short time later, both vehicles came to a stop and the two males aged 16-years-old and 21-years-old were arrested.

The offenders remain in police custody with charges expected to follow.

Investigations are ongoing.

Charges laid over alleged stabbing at New Norfolk

Monday, 15 September 2025 – 3:15 pm.

Police have charged two men with wounding and aggravated assault following the alleged stabbing of another man at New Norfolk on Sunday morning.
The two men, aged 33 and 29, were arrested in the greater Hobart area on Sunday after investigations into the earlier incident at the car park of the McDonald’s Restaurant at New Norfolk, about 4.20am.
A 31-year-old man received non life-threatening injuries to his face and upper body and remains in the Royal Hobart Hospital for treatment.
The two accused men have been detained in police custody on charges of:• Wounding• Aggravated assault• Possess a firearm when not the holder of a firearm licence of the appropriate category• Possess shortened firearm• Possession of stolen firearms
Further, a 32-year-old woman at the scene during the alleged assault on Sunday has been charged with the same offences, and bailed to appear in court later.
All parties were known to each other, and police believe there is no risk to the community.

City encourages residents to join Biketober this October

The City of Greater Bendigo is encouraging residents, workplaces, schools, and community groups to get involved in Biketober, a free, month-long celebration of biking that kicks off on October 1, 2025.

Biketober is all about helping more people discover the joy of riding – whether it’s to work, school, to the shops or simply for fun. The challenge is open to everyone, regardless of experience or fitness level.

Participation is simple. People are encouraged to ride throughout the month of October. All rides count – whether it’s a short trip to the shops, a daily commute or a weekend adventure – and there are local, national and industry leaderboards with great prizes to be won.

City of Greater Bendigo Active and Healthy Communities Manager, Deb Simpson said the challenge is a great way to build healthy habits, support sustainability, and bring the community together.

“Biketober is for everyone – no special gear is needed, there is no pressure to ride long distances and every ride counts,” Ms Simpson said.

“Greater Bendigo already has approximately 125 kilometres of pathways in its protected walking and cycling network with more to come in the future to create a fully connected and accessible network located within 500 metres of 90 per cent of houses within urban Bendigo.

“It’s an opportunity to get outside, feel good and connect with others in Greater Bendigo.

Participants can ride solo or as part of a workplace, school or community group.”

A national hub for cyber skills and innovation has launched today in Canberra, providing the next generation of cyber students the opportunity to build their skills and benefit from the best of government, industry, and business in enhancing workforce cyber security.

The Cyber Security TAFE Centre of Excellence, delivered by the Albanese and Barr Labor Governments through a $5 million joint investment, was launched at the Canberra Institute of Technology (CIT) Woden campus.

The Centre will train students in how to tackle and prevent national cyber threats, and deliver skills to boost cyber literacy across Australia’s workforce.

Tailored cyber courses will be developed to address emerging skills gaps across the nation. These will include initiatives for senior secondary students, cross-sector workers and final-year trades students aspiring to become small business owners.

The Centre will serve as a hub for TAFEs across Australia, providing professional learning with a focus on strengthening Australia’s sovereign cyber security capability, including in energy, utilities and critical infrastructure.

It will also help to build a pipeline of cyber-ready workers by fast-tracking higher and degree-equivalent apprenticeship pathways and developing micro credentials for university graduates.

The Cyber Security TAFE Centre of Excellence will build on existing initiatives in the ACT, including the Canberra Cyber Hub and the Canberra Innovation Network. It will partner with the CIT’s Electric Vehicle (EV) TAFE Centre of Excellence to identify cyber risks in electric vehicles.

This will be the 13th TAFE Centre of Excellence announced by the Albanese Government, which is delivering $325 million over five years through the National Skills Agreement to establish TAFE Centres of Excellence nationwide. TAFE Centres of Excellence foster collaboration between TAFEs and key stakeholders including employers, unions and universities.

The ACT Government has announced three new funding recipients that will help solve energy challenges in the ACT and accelerate the uptake of renewable energy initiatives.

Minister for Climate Change, Environment, Energy and Water, Suzanne Orr, said these projects funded through the Energy Innovation Fund help unlock new opportunities for industry and drive innovation, while also supporting the ACT Government’s goal of net zero emissions by 2045.

“These grant recipients, funded through the Energy Innovation Fund, highlight the impressive creativity and strategic thinking of Canberra-based organisations, as well as those seeking to establish a presence in the Territory,” Minister Orr said.

“Among the three projects are innovative solutions to support the transition off gas and towards electrification and the launch of a cutting-edge aircraft training and maintenance hub in the ACT, powered by 100% renewable energy. Paving the way for sustainable regional air travel.

“These projects and the businesses behind them are helping to solve policy and technological challenges in energy transition, drive up collaboration and investment between all levels of industry, government and community, and inspire industry to take concrete steps in adapting to a changing climate.

“I strongly encourage any Canberra-based businesses with ideas on how to solve energy challenges and accelerate the uptake of renewable energy initiatives to apply for the next round.

Congratulations to these recipients, I look forward to seeing these projects come to fruition.” said Minister Orr.

The three newly funded projects through the Energy Innovation Fund are:

  • Indi Flight Pty Ltd (Learn2Fly) – for the Technology Demonstration Stream with a grant of $750,000
    Launching an electric aircraft training and maintenance hub in the ACT, powered by 100% renewable energy. This initiative supports sustainable regional air travel.
  • Aratherm Services Pty Ltd – for the Technology Demonstration Stream with a grant of $450,000
    The ‘Commercialising Electric Heat’ initiative promotes industrial decarbonisation by making electric heating solutions more viable. It helps manufacturers reduce gas use and improve energy resilience.
  • Canberra Innovation Network (CBRIN) – for the Innovation Ecosystem – Innovation Clusters Stream with a grant of $195,000
    The ACET (Accelerate Canberra’s Energy Transition) project connects researchers, startups, students, and investors to drive innovation in electrification, grid resilience, gas transition, and recycling.

Since 2016, the $17 million Energy Innovation Fund has been made possible through industry contributions secured through the ACT Government’s pioneering Renewables Reverse Auctions.

The Fund has supported more than 20 ACT-based projects across three different grant streams: the Technology Demonstration Grant, the Policy Challenge Grant, and the Innovation Ecosystem Grant.

The program is open for applications year-round and applications are assessed twice a year. The next assessment deadline is on 30 September 2025.

The transformation of Phillip District Enclosed Oval continues with Stage 2 upgrades starting, bringing enhanced sporting facilities to the Woden Valley.

Following the successful delivery of a state-of-the-art new sports pavilion earlier this year, the ACT Government is continuing its investment through the delivery of additional improvements that will enhance the quality of the sporting fields and allow for increased usage.

Stage 2 works will include:

  • Installation of a new irrigation system to improve turf quality (for both the Enclosed Oval and adjacent Phillip District Playing Fields)
  • Construction of a new cricket turf wicket
  • The provision of sportsground drainage to the playing surface
  • Installation of sportsground lighting to support match play
  • New storage shed and some upgrades to the existing Michael O’Connor Grandstand

Canberra based construction company Projex Building, which successfully delivered the new pavilion in Stage 1, will continue its involvement in Stage 2 – ensuring continuity and once again bringing local expertise to the next phase of the project.

Minister for Sport and Recreation Yvette Berry said the upgrades will ensure the Phillip District Enclosed Oval continues to meet the needs of Canberra’s growing sporting community.

“The commencement of Stage 2 is an exciting next step in the transformation of Phillip District Enclosed Oval into a premier venue for local sport,” Minister Berry said.

“These improvements will support a wide range of sporting codes, elevating the venue to one of Canberra’s leading sporting facilities”.

The upgrades follow extensive consultation with key sporting groups including Canberra Royals Rugby Union Football Club, Brumbies Rugby, Canberra Region Rugby League, Woden Valley Rams Rugby League Club, Weston Creek Molonglo Cricket Club, and Cricket ACT.

The second stage of upgrades will be completed in early 2026.

The ACT Government is proud to celebrate Foster Care Week 2025 (14 – 20 September), recognising the extraordinary contribution foster and kinship carers make in the lives of children in their care and the wider community.

Minister for Children, Youth and Families, Michael Pettersson MLA, acknowledged the vital role carers play in the lives of vulnerable children and young people.

“Foster carers provide a safe and nurturing home for children and young people who are unable to live with their own families. They open their doors and hearts to those in need—often at short notice—offering the support and stability every child deserves,” Minister Pettersson said.

There are many types of foster care, including short-term, long-term and emergency care, each playing a crucial role in meeting the diverse needs of children and young people during challenging times.

The ACT Government continues to invest in reforms that strengthen the out-of-home care system, including the implementation of the Next Steps for Our Kids 2022–2030 strategy and the Signs of Safety practice framework, which place children and families at the centre of decision-making.

“We are committed to ensuring every child in care has the opportunity to thrive, and that carers are supported every step of the way,” Minister Pettersson said.

The ACT Government works in partnership with trusted foster care providers, including Barnardos, Key Assets Australia, and OzChild, who provide ongoing support to carers through training, guidance and a caring community.
