A new Changing Places facility is set to enhance accessibility and inclusion in Clarkson, with Council endorsing the Clarkson Library precinct at its Ordinary Council Meeting on 28 July 2026.
Changing Places facilities go beyond a standard accessible toilet, providing an adult-sized change table and ceiling hoist so people with high support needs can be changed safely and with dignity while out in the community.
The decision follows a feasibility study by specialist consultants Slavin Architects and extensive community consultation including a survey and interviews with people with disability, carers and local service providers.
The consultation found strong support for a Clarkson facility and identified Clarkson Library as the strongest option on City-owned land due to its central location and proximity to medical services, public transport, accessible parking and everyday amenities.
Mayor Linda Aitken said the decision reflected a shared commitment to improving accessibility across the City.
“Everyone deserves the opportunity to visit their local town centre comfortably. Changing Places facilities help remove barriers, giving more people the confidence to move around freely across our community,” she said.
“We listened closely to residents, carers and service providers, and Clarkson Library emerged as the location best placed to connect people with essential services, everyday amenities and community life.”
The facility adds to accessibility improvements taking place across the City, following the recent launch of the Wanneroo Town Centre Mobility Map.
The City’s Mobility Mapping Project is set to extend to Clarkson later this financial year, covering the area from Clarkson Station to Mindarie Marina, with the new Changing Places facility to feature as a key accessibility landmark once the facility is complete.
Construction is planned for 2031/32, with $400,000 allocated in the City’s Long Term Financial Plan. The City will also continue to pursue external grant funding opportunities including through the Commonwealth Accessible Australia Initiative.
